SAIC Youth Groups Trained in VSAL, Equipped for Financial Independence

In a major step toward fostering economic empowerment and organized community action, Community Focus International (CFI), in partnership with Plan International Uganda, has successfully completed an intensive training program for youth groups under the Safe and Inclusive Cities (SAIC) project in Lira City. The training centered on the robust Village Savings and Loan Association (VSAL) methodology, a cornerstone for building financial resilience in communities. This initiative directly addresses the need to equip young people with the skills to establish and manage self-sustaining savings and lending groups, promoting self-reliance and financial literacy among the beneficiaries who often lack access to formal banking systems.

The comprehensive training sessions equipped the young participants with the necessary knowledge to effectively implement the VSAL model. These sessions covered critical operational aspects such as group formation, the election of a management committee, the development of a clear constitution and bylaws, and procedures for share purchasing, loan management, and running a social fund for emergencies. To ensure the immediate and effective practical application of this knowledge, CFI distributed complete saving kits to each trained youth group. These kits typically including a sturdy metal cash box with multiple locks, three separate keys for accountability, record books, passbooks, and a stamp pad remove the initial financial barrier to group establishment and signify a tangible, practical investment in the groups’ future financial independence and transparency.

Crucially, the training and donation mark the beginning of a sustained engagement, not the end. CFI’s long-term intention is to move beyond initial capacity building and actively nurture these youth groups into formally organized, mature entities. This commitment involves continuous mentorship and supervision through follow-up visits and coaching, helping the groups troubleshoot challenges and adhere strictly to VSAL principles. Furthermore, CFI plans to facilitate business linkages to help members leverage their VSAL loans for viable Income Generating Activities (IGAs), and guide successful groups through the process of formal registration as Community Based Organizations (CBOs) or cooperatives. By transforming SAIC youth beneficiaries into organized, financially literate, and self-managed groups, CFI and Plan International Uganda are helping to create a powerful, enduring cohort of responsible young citizens contributing to socio-economic growth and reducing urban vulnerability in Lira City.
